Loco Louie's mother, Juanita Rosita Taco Lopez was born in Mexico. He was adopted by a well to do family in California. They chose Louie over his littermates because he ran around in circles all the time and they thought that was cute. When they got him home Louie continued to run around in circles...all the time. Soon the owners realized that Louie had other bad habits, namely relieving himself on expensive rugs. Soon Louie found himself at the pound.

And...well...there's one more thing. Louie has incredibly bad breath from recycling his own waste.
